Location Tracking: There are many risks with putting a GPS tracker in a kid. If the wrong person got a hold of how to track your kid, say a pedophile, he could track him down and kidnap him/her then just take the chip out and then the kid is gone forever. In my opinion the benefits do not outweigh the risks, if I want to find my kid I wouldn't lose him/her in the first place. Parents do have the right to put chips in their children, but I don't know how many actually would. Once a child can make decisions on their own I don't think it is right to put a chip in them, so for teenagers thats an extreme invasion of privacy. I would not support that bill, because it is just to invasive. I may consider putting GPS on a grandparent of mine with alzheimer's but most likely wouldn't do that, only because if they are that sick they wouldn't be walking around.
Cell Phone And Privacy: If you really cannot afford a normal phone bill, then it would be legitimate to buy a prepaid cell phone. I don't think that prepaid cell phones should be banned or controlled by the law. There is already way to much power in the law, they don't need anymore. If I want to have a conversation with someone over the phone without my phone being tapped into, I should be allowed to do that.
